Ukraine's reconstruction is not one market but a system of programmes, funders and rules. Understanding how it is financed and governed is the difference between watching it and taking part in it.

The scale is set by recovery needs, and the private sector is central to delivery. Ukraine's recovery and reconstruction needs are estimated at around USD 588 billion over the next decade in the World Bank's February 2026 assessment, with the private sector expected to play a central role in recovery and reconstruction. For companies, this is why reconstruction is a participation question rather than a spectator one: the opportunity is substantial, but access runs through programmes, funding channels and rules rather than a simple open market.

A large share of structured funding flows through donor, IFI and EU channels, each with its own rules. A significant share of structured recovery funding is channelled through donor, IFI and EU instruments, including the EU Ukraine Facility of up to EUR 50 billion for 2024 to 2027 and the EU Ukraine Investment Framework, which uses guarantees and grants to mobilise private investment alongside the EIB, EBRD and IFC. Each channel carries its own eligibility, procurement, safeguard and reporting rules, so participation depends not only on the opportunity itself, but on meeting the requirements attached to the funding.

Eligibility, competitive procurement, environmental and social safeguards and transparent reporting are not formalities in funded reconstruction; they are how funders manage risk and how participants are selected and held to standard, a discipline the OECD supports through Ukraine's governance and reform work. For investors, contractors and suppliers, this means participation has to be built to satisfy the requirements from the outset, and delivery has to withstand the scrutiny that funded programmes apply.
