Many businesses in Ukraine are not underperforming because they are badly run, but because the model they were built for no longer matches the conditions around them. The context below is why structural change, not only better execution, is so often the real task.
The conditions models were built for have changed. War, displaced demand, cost inflation and disrupted supply have reset the basis many Ukrainian business models were built on. The damage and recovery needs set out in the World Bank's assessment and the structural pressures the OECD documents are not temporary noise: for many companies the cost base, footprint or commercial model no longer fits the market they now operate in. That is a redesign question, not an execution one.
EU integration is raising the structural bar. Ukraine's reform and EU-accession path is reshaping competition, governance, transparency and regulatory standards, a direction supported by the EU Ukraine Facility and the OECD's reform programme. For companies this is structural: governance, reporting, ownership and commercial practices that were tolerable before may need to be rebuilt to stay competitive and fundable. Transformation here is partly about meeting the standards of the market Ukraine is becoming.

Cost pressure, workforce strain and continued operating risk, which the OECD identifies as part of Ukraine's continuing operating pressure, sit within the wider macro-financial constraints the IMF tracks.
