Industry and manufacturing are where raw inputs become value. The World Bank's country assessment of Ukraine's recovery places commerce and industry among the largest reconstruction needs and stresses functioning markets and private capital, a reminder that rebuilding industrial capacity depends as much on the ability to operate it as on financing it.
What is being rebuilt is not the industrial base that existed before. Several forces push in one direction. Localisation and import substitution draw production closer to home; modernisation favours more automated, higher-value output over ageing, low-margin lines; relocation is redrawing the map of where industry sits; and European Union integration brings standards, certification and access to a far larger market. The OECD's analysis of Ukraine's recovery frames the task as winning back private investment, raising productivity and rebuilding factories within a shift toward a more modern, resilient economy. Together they resolve into a single conclusion: the country is not restoring its old, low-value, heavy-industry export model, but building a more modern, localised and EU-integrated manufacturing base. That changes which projects merit backing and how they must be run.
