Energy and critical infrastructure are not one sector among many; they are the precondition on which every other sector runs. Power, grids, heating, water, telecommunications and transport set the ceiling for what manufacturing, agriculture, services and public life can achieve. In Ukraine that structural role has turned acute, because the systems that carry the economy are also the systems under sustained attack. The World Bank's assessment of Ukraine's recovery needs places energy and transport among the largest reconstruction needs of any sector, a measure of how central these assets are. The defining tension follows from this: reliability can no longer be assumed, and securing it demands capital at a scale and on terms the sector has rarely faced.

What is happening to this base is not repair but redirection. Several forces now move together: integration with the European Union's energy market, decarbonisation, and a shift from a few large plants towards distributed generation, storage and stronger interconnection. As a contracting party of the Energy Community, Ukraine has committed to adopt European energy rules, market design and climate targets, and recent cross-border electricity and storage projects show that direction taking physical form. The resulting thesis is singular: rebuilding the system does not mean restoring the centralised, import-exposed model that preceded it, but building a more distributed, lower-carbon network integrated with Europe. For investors and operators, that reframes almost every project, since the asset being financed today must fit the system being built, not the one being replaced.

In this setting, advisory is not decoration; it is the condition of the result. The institutional environment makes the point. International financiers such as the European Bank for Reconstruction and Development, the largest institutional investor in the country, lend against frameworks that prioritise energy security and vital infrastructure and that tie money to clear standards, governance and deliverability. Capital is available, then, but only to projects that are properly structured and can be built. That is why, in Ukraine's energy and critical infrastructure, the binding constraint is rarely the idea and almost always execution.
